July 14, 2026: Module 2: Development Standards

Modules 1 and 2 of the El Paso County Land Development Code have been consolidated into a single draft that is now available for public review and comment.

Module 1 (last updated July 2025): Districts and Uses introduces updates to the lineup of zoning districts, including dimensional standards (building setbacks, height standards, lot coverage, etc.), and land uses allowed by right or by Special Use review in each district.

Module 2 (new): Development Standards introduces updates to the standards that shape how development is designed and constructed, including environmental and hazard protections, site and infrastructure requirements, parking and access, landscaping and screening, site and building design, outdoor lighting, signs, and subdivision design.

The draft contains a combination of new content and content from the existing Land Development Code that was revised and formatted for the new LDC. In addition, this draft incorporates extensive input from staff and the project Working Group.
